Lead Project Manager

Description

This position is intended to ensure the strategic planning, development, and continuous improvement of digital platforms.

Responsibilities

• Preparation, updating, and management of project documents (Project Charter, Roadmap, Risk Register, Stakeholder Register, etc.); ensuring timely and quality execution of milestones;
• Effective management of budget, resources, time, and quality indicators within the project framework; operational assessment and management of changes and risks;
• Planning, prioritization, and execution monitoring of tasks and team activities through project management tools (Jira, Confluence, etc.);
• Ensuring coordination with government agencies and relevant technical teams; managing stakeholder expectations, decisions, and dependencies;
• Aligning project goals and outcomes with the organization's strategic priorities and defined KPIs; ensuring compliance with regulatory and legal requirements;
• Formulating priorities, structuring, and ensuring effective decision-making in an uncertain and volatile environment;
• Preparation of regular reports and management presentations on project status; ensuring a transparent communication environment;
• Maintaining team motivation, clearly defining roles and responsibilities; promoting a culture of accountability and results-oriented work.

Requirements

• Higher education (in IT, business administration, project management, or a relevant field);
• Minimum 2–3 years of work experience in digital project management;
• Experience in project management, strategic planning, and proactive risk management;
• In-depth knowledge and practical experience with Agile, Scrum, Kanban, Hybrid, and Waterfall methodologies;
• Effective communication and decision-making skills with stakeholders;
• Leadership and mentoring skills, experience in organizing motivation and professional development initiatives;
• Experience working with Jira Software or other task management systems, as well as ESD and similar systems;
• Basic or intermediate knowledge of IT infrastructure, DevOps processes, and SDLC (Software Development Life Cycle);
• Ability to work with Superset, Tableau, and other analytics/visualization tools is preferred;
• Presentation skills to groups and individuals;
• PMI ACP, PMP, or similar international certifications are mandatory; PRINCE2 (preferred)
• Participation in digital transformation or international partnership programs is considered an advantage;
• Responsibility, attention to detail, and efficiency.
