Data Architect

Description

• Developing and evolving Data Architecture within the framework of Digital Government Architecture;
• Analyzing, modeling, and documenting the existing (AS-IS) and target (TO-BE) data architecture for state information systems and digital platforms;
• Developing unified architectural principles, standards, and methodological approaches for managing, storing, sharing, and using data among state information systems;
• Preparing and updating the Data Architecture concept, development strategy, and phased implementation plan;
• Aligning Data Architecture with the Enterprise Architecture framework and coordinating it with other architectural domains;
• Modeling Data Architecture at conceptual and logical levels within the Digital Government Architecture framework, architecturally analyzing data dependencies and data flows between information systems, and formulating target architectural solutions;
• Identifying problems related to data duplication, inconsistency, fragmentation, and isolation among state information systems and preparing optimization proposals.
• Defining Standards: Establishing standards, policies, and rules in the areas of Data Governance, data quality, metadata management, and regulatory compliance for state institutions, and ensuring adherence to them.
• Architecturally evaluating data exchange and integration mechanisms among state information systems;
• Defining architectural requirements for the implementation of API, ETL/ELT, CDC, event-driven architecture, and other data integration approaches;
• Evaluating solutions for Data Warehouses, Data Lakes, Data Lakehouses, data catalogs, data registries, and Data Product approaches;
• Developing architectural proposals for coordinating data among the core components of the Digital Government Architecture, including data exchange platforms and state registries;
• Integrating data security, personal data protection, access rights management, and audit requirements into the Data Architecture.
• Participating as a Data Architecture expert in the Diagnostic of Digitalization of State Institutions (DMA) and Information System Assessment (ISA) processes;
• Evaluating architectural solutions for the creation of new information systems and the modernization of existing systems;
• Preparing architectural reviews, recommendations, and improvement measures based on assessment results;
• Participating in the development and monitoring of the implementation of digitalization roadmaps for state institutions;
• Providing methodological and practical support to state institutions on data architecture and data management issues;
• Ensuring coordination with state institutions, technical teams, business representatives, and other stakeholders;
• Researching relevant international practices, standards, and technological trends;
• Preparing reports, presentations, and analytical materials on work performed;
• Participating in relevant working groups, meetings, and technical discussions.

Requirements

• Higher education in Information Technology, Computer Science, or a related field;
• Minimum 5 years of experience in Data Architecture and related fields;
• Experience in developing AS-IS and TO-BE data architectures, data modeling, and inter-system integration;
• Knowledge of TOGAF, DAMA-DMBOK, Enterprise Architecture, and Data Governance principles;
• Experience in data modeling, databases, and data platform architecture;
• Knowledge of data integration, security, and interoperability principles;
• Ability to analyze, model, document, and evaluate architectural solutions;
• Experience in state information systems, digital transformation, and Enterprise Architecture projects;
• Knowledge of modernizing legacy systems and modern data platforms;
• Possession of DAMA CDMP, TOGAF, or relevant technical certifications.
• Azerbaijani language – excellent, English language – professional level, Russian language – desirable;
• Analytical thinking, systematic approach, documentation, and effective communication skills.
