Junior Expert on Monitoring and Evaluation

Economic Participation of Internally Displaced Population (IDP) and vulnerable population of selected host communities in the South Caucasus.

Location of the project office – Baku, Azerbaijan

Duration: 1 st July, 2023 – 31th December, 2024.

The Economic and social participation of vulnerable displaced and local populations in the South Caucasus - EPIC - is a regional South Caucasus programme, commissioned by the German Federal Ministry for Economic Development and Cooperation (BMZ), that has been launched in 2017.

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a service enterprise for development cooperation with international operations and global experience. Owned by the Federal Republic of Germany, the organisation operates as a private-sector enterprise with a development-policy mandate: to make sustainable improvements to the living conditions of people in partner countries world-wide.

EPIC’s social component has started in October 2018 with a focus on the improvement of social participation of the displaced in selected host communities, with a focus on Azerbaijan and Georgia. In Azerbaijan, the project activities will be implemented in Mingachevir city, Barda and Aghdam districts with the support of the field offices and from the central project staff in Baku and Tbilisi.

To reach its aim of improving the economic and social participation of vulnerable internally displaced persons (IDP), refugees, and members of the local population in the South Caucasus EPIC project carries out activities in the following 5 fields of action:

  • Capacity development of state and non-state actors, in particular of host communities, to promote the economic and social participation of vulnerable internally displaced persons and the local population;
  • Fostering income opportunities of vulnerable internally displaced persons and members of the local population, especially women and young people;
  • Improvement of economic perspectives of vulnerable internally displaced women and women of the local population, with and without disabilities;
  • Increasing the opportunities for participation of vulnerable internally displaced persons and members of the local population, especially young people and women, and their organizations in their communities;
  • Improvement of capacities for dialogue among state and non-state actors and vulnerable internally displaced persons and the local community.

Throughout all project activities, participation and empowerment of women and youth is a priority which is also reflected in the programme’s indicators. This is both applicable to economic and social empowerment, giving it a cross-cutting character of great relevance across all project’s components. Therefore, activities under the social participation component of the project will be implemented in close cooperation with the implementation of economic activities.

The project is looking for a Junior Expert to take care of the monitoring and evaluation within the project as well as to support the project implementation. Besides being responsible for data collection and evaluation, the junior expert is expected to provide support to the implementation of all project components, especially through supporting the responsible project advisors. The successful candidate is expected to conduct frequent duty trips to Barda, Aghdam and Mingachevir city and support the development, implementation, and monitoring of project activities in these municipalities.

Responsibilities:

The junior expert based in Baku, with monthly travel to Barda, Aghdam districts, and Mingachevir city, will support the project team in the implementation of activities in all project components and will be particularly responsible for the monitoring and evaluation within the team. These include but are not limited to

Monitoring and Evaluation: Support project advisors in the management of the project’s M&E system (in close cooperation with the regional M&E officer), collect and evaluate data using the project’s M&E system, conduct focus group discussion, interviews (in person and online) and prepare learning documents for the project

  1. Design and implement regular data collection activities with the project beneficiaries in Barda, Mingachevir, and Aghdam.
  2. Coordinate the M&E process and approach with the regional M&E officer and the team leader.
  3. Carry out all assigned tasks relevant to the timely data collection, evaluation, and improvement of the project’s knowledge system.

General support to the project team: Support the project team in the preparation and implementation of activities in all components upon request.

  1. Support in the design and implementation of workshops, events, networking, capacity development measures and organizational development activities in support of current and potential project beneficiaries in the fields of promotion of gender equality, economic participation and/ or social participation.
  2. Support in the external presentation of project activities.
  • Support in the managing of short-term consultants in implementation.
  • Participation at workshops and trainings with the GIZ Baku team, including at regional events (requires travel abroad).
  • Support project activities across all components in all districts upon request (requires traveling).

Required qualifications, competencies, and experience:

Qualifications:

  • A university degree in sociology, economy, political science, gender, women studies, education, conflict studies, or related social sciences fields.

Professional experience:

  • Recent graduate or 1 year of professional experience.
  • Experience in data collection, analysis, and reporting.
  • Experience related to sustainable development or development management.
  • Experience in designing and conducting qualification and skills development activities, with a focus on women and youth.
  • Experience with vulnerable population groups, especially with IDP and refugees is considered an asset.

Other knowledge, additional competences:

  • Excellent command of Azerbaijani and English; knowledge of German is an asset.
  • Willingness to travel regularly within the country, including to rural districts, and occasionally abroad.
  • Work/ study experience in rural districts.
  • High working level knowledge of MS Office programs.
  • Quick learner.
  • Team player.
  • Good knowledge of rural regions of Azerbaijan.
  • Strong ability for self-motivation, self-organization, and priority-setting.
  • Excellent interpersonal and communication skills.
