Dimensions

  • Number of customer/IT end user supported: 100-120 (250 if project of extension is validated)
  • Number of staff managed: 0
  • Number of sites supported: 2 (some abroad potentially if project validated)
  • Annual Operated Budget: approximately 0,9 MUSD
  • Number of IT Assets supported: 10-15 applications, 30 servers/DB, 120 workstations
  • Strong Interactions with Business, Company and Local Partners

Context and environment

  • Define and Deliver IT Services for Local Business Units and local sites
  • Understand the local regulation and practices as regards as IT & Telecom services
  • The position holder shall promote a positive and professional image of IT department/Division and the Company. He/she shall guarantee the privacy, confidentiality, and protection of all data.
  • Support IST Senior Officer in Development and implementation of Information Systems and Telecommunications strategy which supports the overall Company objectives covering all technical aspects and services provided in accordance with business expectations
  • Travel to our offshore site(s) is sometimes necessary. This requires travel either by sea or helicopter.

Activities / Accountabilities 

Responsible of the infrastructure system 

  • Is responsible for the availability of infrastructure systems on Enterprise network (onshore & offshore)
  • Ensures by visiting the sites required maintenance and support is correctly implemented on onshore and offshore
  • Manages the study, design, test, installation, and move to run of Infrastructure systems in compliance with the company’s strategy
  • Follows-up on technological evolutions in the infrastructure domain to provide a roadmap
  • Ensure the consistency of the portfolio of local infrastructure projects

Technical support and operational assistance 

  • Liaises with Company representatives and IT experts as needed regarding vendor selection, technical configurations.
  • Takes technical corrective action to ensure the availability of systems, in a reactive and methodological way
  • Follows-up on infrastructure licenses and IT equipment spare parts as needed to manage infrastructure Obsolescence
  • Performing Cyber & Operation routine of systems and software (antivirus, patches, cloud, ...)
  • Permanently monitor the systems’ availability (Telecom, LAN, server,....)

Infrastructure service management

  • Evaluates and selects appropriate IT suppliers / contractors from a technical perspective and assists in producing technical documents as needed
  • Knows and applies the procurement procedures and rules and effectively manage contracts as per Company rules and guidelines
  • Manages interactions with suppliers / contractors and the related SLAs (timescale/Budget) and assesses their performance

IT Cybersecurity 

  • Ensures that all local applications and IT equipment managed under his responsibility are inventoried in the local tools, up to date and without vulnerabilities
  • Maintain and develop the integrity of the IT infrastructure system following the Company’s cybersecurity policy
  • Ensures each project under his/her responsibility have been classified with a risk analysis and risk mitigation plan followed
  • Ensures he has completed all relevant Cybersecurity training and awareness

Communication, reporting, regalian framework

  • Provides regular reporting about IT infrastructure services, performance (KPI)
  • Communicate IS Function news and key information within the Company
  • Promote a local IS governance
  • Participate to the IT processes, & the IT policies of the Company in compliance with the regalian framework (CMS), implement & apply
  • Every day update the dashboard of the production / security

Accountablities 

  • Delivers at the best cost an Information System which leverages the business and the Company value according to all time scales and allocated budget.
  • Ensures for the projects assigned an efficient end to end deployments within the predefined budget and timelines
  • Complies and aligns with the Company standards, rules, and regulations 2/2
  • Participates in the availability and performance of information systems and assists the IT department within the company.
  • Maintains a close relationship with the business units and communicates strategic IT objectives.
  • Is accountable for infrastructure Asset Management (CMDB update)

HSE responsibilities 
With regards to the JOCAP organization, Managers have overall responsibility for implementing the JOCAP HSE Management System within their
particular department/sections. As such they are responsible for:

  • Demonstrating that the HSE Policy and HSEMS are implemented within their respective disciplines
  • Reporting on performance against HSEMS Performance Measures on a regular planned schedule
  • Approving the annual HSE objectives for all personnel within their particular department/sections
  • Providing the necessary means: sufficient, trained and competent staff - adequate installations, equipment and tools and ensuring that work conditions result in minimal risk of personal harm - adequate emergency equipment and means for personal protection - maintaining resources for handling emergency response
  • Carrying out supervision within reason: Providing supervisory staff to ensure compliance with Standards, Company Rules, Instructions and
  • Procedures as well as applicable legislation by all personnel and Contractors under their supervision - Monitoring and reviewing relevant
  • Activity Flowsheets as defined in the HSEMS Manual.
  • Their duties and areas of authority are:
  • Ensuring compliance with the conditions set forth in the HSE Documents of the installations
  • Showing visible commitment by regular visits to installations/facilities
  • Promoting and stimulating safety awareness,
  • Either chairing or participating in HSE Committees
  • Leading/participating in the Company Emergency Organization
  • Preparing the required periodic reports on activities for submission to authorities
  • Reporting and investigating accidents or incidents, which occurred under their supervision
  • Initiating corrective/remedial action as a result of findings of investigations
  • Notifying relevant staff about accidents or incidents

Qualifications / Experience

  • Education: Bachelor Degree in Electronics or Computer Science. Professional experience: Minimum 5-year experience in IT (Windows workstations and IT hardware). A specialization in cybersecurity will be appreciated/recommended.
  • Good technical knowledge in all IT areas (Windows, Linux, Firewall, LAN, Virtualization .)
  • Good knowledge of the Petroleum rules / context recommended
  • Experience in IT projects and cybersecurity
  • Key behavior: Good relationships ability, inc. good listening, pedagogy and ability to convince.
  • Fluent in English and Azerbaijani (spoken and written) - Russian recommended
