Role Synopsis:    

The CAPEX Control Manager will be responsible for overseeing the financial aspects of construction projects, ensuring that all projects are completed within budget and in compliance with financial regulations. This role requires strong analytical skills, attention to detail, and the ability to work closely with project managers, contractors, and other stakeholders to control costs and optimize the financial performance of construction projects.
Key Accountabilities:

  • Monitor actual project costs and schedules and conduct variance analysis, on a regular basis, to identify deviations from budget/forecast and recommend corrective actions.
  • Collect detailed historical costs and update based on current market data from various suppliers and sources.
  • Implement cost control processes and procedures to ensure project costs are effectively managed.
  • Prepare accurate and timely financial reports, including budget forecasts, cost-to complete estimates, and financial summaries.
  • Maintain comprehensive and up-to-date financial records for all construction projects.
  • Review and provide input for construction contracts, ensuring competitiveness and cost-effective terms and conditions.
  • Manage contract changes and variations, ensuring proper documentation and approval.
  • Work closely with project managers, engineers, architects, and other stakeholders to ensure financial alignment and transparency.
  • Provide financial guidance and support to project teams, helping them make informed decisions.
  • Monitor on-site equipment, review buy vs lease decisions and propose efficient utilization.
  • Request on-site manpower reports, review and propose actions for effective completion of works within budget and time.
  • Analyze project costs and financial performance, providing regular reports and insights to senior management.
  • Communicate effectively with senior management, providing regular updates on project financial status and risks.
  • Identify opportunities for process improvements in budget and cost control practices.
  • Implement best practices and innovative solutions to enhance financial management of construction projects.
  • Stay updated with industry trends, company policies and financial regulations to ensure compliance and competitiveness.

Desired background:    

  • Bachelor’s degree in Finance, Accounting, Construction Management, or a related field. MBA or relevant certification (e.g., CPA, CMA, PMP) is a plus.
  • Minimum of 5-7 years of experience in construction budgeting, cost control, or financial management within the real estate development, oil & gas industry, infrastructure or relevant industry.
  • Proven track record of managing budgets and controlling costs for large-scale construction projects

Required skills:  

  • Strong communication and interpersonal skills.
  • Excellent analytical and quantitative skills with the ability to evaluate portfolio performance.
  • Exceptional attention to detail and accuracy.
  • Demonstrate ability to lead, incentivize, motivate, supervise & develop all staff.
  • Proficient with use of Excel, Word, PowerPoint and other project management tools.
  • Business fluency in Azerbaijani and English required, Russian skills are a plus
