Procurement and Tender Specialist

We invite experienced Procurement and Tender Specialists to join our dynamic consulting company. Specializing in construction and institutional projects, we provide high-quality consulting services.

Responsibilities:

• Analyze the strategy plan of the company and determine the appropriate method of procurement, Quotation, Tender and Request for Proposal.
• analyzes local and international markets to find new potential suppliers/contractors
• Locates, analyzes and develops preferred sources of supply internationally to satisfy business requirements.
• Plans, implements, and manages project procurement strategies.
• Devise and use fruitful sourcing strategies
• Discover profitable suppliers and initiate business and organization partnerships
• Negotiate with external vendors to secure advantageous terms
• Finalize purchase details of orders and deliveries
• Examine and test existing contracts
• Establish client base
• Track and report key functional metrics to reduce expenses and improve effectiveness
• Collaborate with key persons to ensure clarity of the specifications and expectations of the company
• Foresee alterations in the comparative negotiating ability of suppliers and clients
• Expect unfavorable events through analysis of data and prepare control strategies
• Perform risk management for supply contracts and agreements
• Control spend and build a culture of long-term saving on procurement costs 
• Preparation of necessary documents for participating in procurement tenders within both local and international projects.
• Active involvement in procurement processes, from identifying opportunities to contract signing.
• Interaction with clients and contractors throughout the tender processes.
• Analysis of tender documentation requirements and preparation of competitive proposals.
• Compliance with all relevant legal norms and corporate standards.

Requirements:

• University Degree (preferably in Technical)
• Responsibility, organizational skills, and the ability to work efficiently, independently under deadlines and pressure
• Knowledge of international procurement procedures and such as WB, ADB, EU etc. as well as local legislation on procurement 
• Strong analytical skills and decision making
• Results and team oriented
• Experience in preparing documents for tender participation, 
• Excellent communication skills and the ability to effectively interact with authorities
• Analytical skills for tender documentation analysis and proposal formulation.
• Highly motivated and initiative
• Proficiency in English, Russian, and Azerbaijani languages.
• At least 5 years of relevant working experiences
