Cluster Human Resources Director

Job Summary: The Cluster HR Director is responsible for leading and managing all human resources functions across multiple locations within the cluster. This role will develop and implement HR strategies that align with business objectives, enhance employee engagement, and foster a culture of high performance. The Cluster HR Director will work closely with senior leadership to drive HR initiatives and ensure compliance with local labor laws and regulations.
Key Responsibilities:
- Develop and implement HR strategies that support the overall business goals of the cluster.
- Partner with senior leadership to drive organizational change and enhance workforce effectiveness.
- Oversee recruitment, talent acquisition, and workforce planning efforts to ensure the cluster attracts and retains top talent.
- Implement employee development programs, succession planning, and performance management initiatives.
- Foster a positive workplace culture by promoting open communication and addressing employee concerns.
- Manage conflict resolution and ensure compliance with labor laws and regulations.
- Oversee the design and implementation of competitive compensation and benefits programs.
- Conduct market research to ensure compensation strategies are aligned with industry standards.
- Develop, implement, and maintain HR policies and procedures that comply with legal requirements and best practices.
- Ensure all HR practices align with the organization’s values and promote diversity and inclusion.
- Lead training and development initiatives to enhance employee skills and capabilities.
- Promote a culture of continuous learning and improvement.
Qualifications:
- Bachelor’s degree in human resources, Business Administration, or a related field; master’s degree preferred.
- 5+ years of progressive HR experience, with at least 3 years in a leadership role.
- Strong knowledge of HR principles, practices, and employment laws.
- Excellent interpersonal and communication skills.
- Proven ability to influence and partner with all levels of the organization.
- Experience in a multi-site or cluster environment is a plus.
- Strategic thinking and problem-solving abilities.
- Strong organizational and project management skills.
- Good written and verbal communications skills in Azerbaijani and English, Russian is a plus;
- Proficient in HRIS and MS Office Suite.
