HR Manager
Location: Baku, Azerbaijan
Reporting to: Director
General Provisions
- The Human Resource (HR) Manager must possess a higher education degree and professional qualifications in HR or related fields.
- Reports directly to the Director and ensures alignment with organizational objectives.
- The HR Manager is appointed and dismissed by the Director’s order.
Key Responsibilities
Recruitment and Staffing:
- Manage the end-to-end recruitment process, including sourcing, interviewing, and onboarding employees.
- Collaborate with department heads to forecast hiring needs and create job descriptions.
- Maintain relationships with recruitment agencies, universities, and other talent sources.
Policy and Compliance:
- Develop, implement, and update HR policies, procedures, and systems to ensure legal compliance and alignment with best practices.
- Monitor adherence to labor laws and provide regular updates to staff and management.
Workforce Planning:
- Plan and forecast workforce requirements in alignment with strategic goals.
- Maintain an updated employee database, tracking work experience, education, salary, and performance metrics.
Employee Development and Training:
- Organize onboarding programs, training sessions, and professional development activities.
- Collaborate with managers to create individualized development plans for employees.
Performance Management:
- Implement performance appraisal systems, ensuring alignment with organizational objectives.
- Provide guidance on goal setting, employee reviews, and career development.
Compensation and Benefits:
- Develop competitive salary and benefits structures to attract and retain talent.
- Manage payroll processes and ensure accuracy in salary payments and social insurance contributions.
Employee Relations and Engagement:
- Act as the main point of contact for employee concerns and resolve workplace conflicts.
- Organize team-building activities and wellness programs to foster a positive work environment.
HR Reporting and Analysis:
- Prepare monthly and annual HR reports for management.
- Track key HR metrics, including turnover rates, training effectiveness, and recruitment timelines.
Disciplinary and Legal Issues:
- Handle disciplinary actions and ensure proper documentation in compliance with internal policies and labor laws.
- Oversee employment termination processes, including exit interviews and clearance formalities.
Strategic Contribution:
- Advise management on organizational changes and their implications for staff.
- Assist in budget planning related to HR initiatives.
Additional Rights
- Access to all employee-related records and data for decision-making purposes.
- Recommend improvements to organizational strategies related to HR.
- Collaborate directly with the management team on operational and strategic planning.
- Utilize allocated budgets effectively for HR activities.
Qualifications and Skills
- Education: Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s degree preferred).
- Experience: 5+ years of experience in HR management, preferably within the education or hospitality sectors.
Skills:
- Strong knowledge of labor laws and regulations in Azerbaijan.
- Excellent interpersonal and communication skills.
- Proficiency in HR software and tools (e.g., HRIS).
- Strategic thinking with attention to detail.
- Fluency in Azerbaijani, English, and Russian is an advantage.

The HR Manager’s performance will be assessed based on:
- Successful recruitment and retention rates.
- Employee satisfaction and engagement levels.
- Efficiency in policy implementation and compliance.
- Accuracy and timeliness of reports and records.
