HR Department Manager

Location: Baku, Azerbaijan Job Type: Full-time

We are seeking an experienced HR Manager who is well-versed in all facets of human resources management and possesses expertise in payroll processing.

The ideal candidate will play a key role in overseeing HR operations, managing employee relations, performance management, and ensuring accurate and timely payroll administration. This role requires a strategic thinker who can align HR functions with the company’s business goals while maintaining compliance with labor laws and internal policies.

Responsibilities:

  • Develop and implement HR strategies and initiatives aligned with the overall business strategy.
  • Oversee the entire employee lifecycle, from recruitment to termination, ensuring a smooth and compliant process.
  • Support current and future business needs through the development, engagement, motivation, and preservation of human capital.
  • Foster a positive and collaborative company culture, promoting values of inclusion, respect, and performance.
  • Manage and process payroll accurately and on time, ensuring compliance with local laws and regulations.
  • Maintain payroll records and ensure all payroll deductions (taxes, benefits, etc.) are correctly calculated and reported.
  • Collaborate with the finance department to ensure payroll reconciliation and timely payments.
  • Address payroll-related inquiries from employees and resolve any issues in a timely manner.

Qualifications:

  • Bachelor’s degree in Human Resources, Business Administration, or a related field. An advanced degree or HR certification (e.g., SHRM, CIPD) is preferred.
  • Proven experience as an HR Manager, with a strong understanding of HR operations and employment law.
  • Expertise in payroll management, including processing payroll, tax laws, and reporting requirements.
  • Excellent knowledge of labor legislation and best HR practices.
  • Strong interpersonal, communication, and leadership skills.
  • High level of organizational and multitasking abilities.
  • Ability to maintain confidentiality and handle sensitive information.

Requirements:

  • Azerbaijani citizenship.
  • Fluency in Azerbaijani, Russian and English languages. Ability to work under pressure and meet deadlines.
  • Ethical conduct and a high level of integrity.
  • Flexibility to adapt to changes in the business environment. Strong organizational and time management abilities.
