Environment & Emergency Response Lead

Job dimensions:

JOCAP is a non-profit Joint Operating Company established in 2018 and equally owned by partners SOCAR Absheron (SOA) 35% and TotalEnergies EP Absheron B.V. (TEPAb) 35% and ADNOC 30% for the development and production of the Absheron Offshore Block. The Absheron Block is located offshore Azerbaijan in the Caspian Sea, about 100km southeast of Baku and 33km south of Oil Rocks production and processing facilities, at a water depth of 500m. Absheron development reference agreements are PSA, JOA and addendums.
While the Early Production Scheme (EPS) did start-up in July 2023, JOCAP is working on the Full Field Development (namely the Phase 1). The Full Field Development is in preparation. New potential project (like Phase 1) will be in the scope of work.
Activities:
The job holder’s overall responsibility is to coordinate HSE activities with regards to the development of the JOCAP HSE management System, HSE support to the Project, HSE Support to Operations.
As such he must:

  • Develop and update the Emergency procedures and plans to ensure efficient Emergency Response
  • Prepare and participate in exercises for testing JOCAP Emergency response process (LSE, Tabletop…)
  • Develop and update the Environmental procedures to be included in the Company Management System
  • Coordinate all HSE permitting activities (ESBS, ESIA, State Approval Dossier) in collaboration with Permitting dept.
  • Participate in /Lead the JOCAP internal audits and CTR HSE audit.
  • Participate in the CTR technical HSE evaluation / contract process lead by PSC department
  • Participate in preparation of operations, risks assessment, drills, exercises, trainings of the JOCAP personnel
  • Promote HSE culture in all JOCAP activities and operations
  • Proactively get involved with other Company entities to ensure that appropriate level of service is being achieved in terms of quality, cost and time efficiency
  • Prepare the reporting of HSE activities for JOCAP management and Contractors Parties.

The job holder is accountable for demonstrating an exemplary behaviour with regards to HSSE rules & requirements, with regards to the Company Ethics and “Code of Conduct” policy and for implementing and controlling these rules and requirements within his area of responsibility.
HSE Responsibilities:

  • Comply with the Activities described within the HSE Management System
  • Take reasonable care of own Health and Safety and that of Others who may be affected by their acts at work
  • Each employee, at his level of responsibility, must observe all Company Rules, Procedures and instructions in the performance of his own task
  • Exercise such caution as is necessary to avoid danger to persons and installations or to avoid pollution
  • Report any anomaly, abnormal conditions and near miss to supervisor
  • Participate actively in or lead when required HSE meetings, safety talks, toolboxes, training sessions and drills
  • Leader in the execution of the HSE management system
  • Authority to suspend activities when there is a potential or actual threat to human life, the installation or the environment, and notify forthwith the responsible supervisor

Accountabilities:

  •  Adopt and demonstrate an exemplary behaviour with regard to HSSE, to implement HSSE rules and requirements within his area of responsibility.    
  • Provides advises & guidance to the Company on all JOCAP Health, Safety, Environmental, Energy and Sustainability aspects for protection of Company's personnel, Assets, environment and for sustainable development. Promote exemplarity in HSE matters including accurate reporting and feedback, being involved and motivates all personnel on safety culture of the Company.    
  • Ensure the readiness for Emergency Response in all JOCAP activities.    
  • Participate in the general JOCAP HSE MS and maintenance of the referential system.    
  • Reporting on performance against HSE MS Performance Measures on a regular planned schedule.    
  • Initiating and preparing HSE Guidelines, Procedures and Instruction.    
  • Participate in Incident Investigations as a leader or as a member.    
  • Ensure that all permitting activities (ESIA, State Approval Dossier…) are timely done.    
  • Manage compliance of the permitting with the requirements of Authorities, PSA and JOA and be involved in relations with Authorities and different stakeholders in all Permitting and Regulatory Compliance activities.    
  • Review all bridging documents related to Project activities.    
  • Define the needs for personnel HSE equipment’s and tools and follow-up and its procurement.    

Required competencies:

  • Level / Diploma: BA/MA degree in relevant field (environmental science, process engineering, emergency response
  • management…) or equivalent.
  • Minimum 10 years’ experience in E&P Operations with professional experience including operations on site - International Experience recommended.
  • Fluent in English and Azeri (spoken and written).
  • In-depth knowledge of:
  • Environment protection in Oil and Gas
  • Emergency Response process
  • HSE management in Operations
  • Risk Analysis and management of Major Risks

Other required Competencies:
Advanced Management, Advanced Human Relations, Problem Solving and Planning/organizing/coordinating/controlling.
