Planning and Reporting Engineer

Direction: Full Field Development (FFD)

Situation in organization:

Position to report : Project Control Manager

Present job holder : new recruitment

Job Dimension: This position is starting from the Absheron Full Field Development FEED phase sanction until the completion of the Development phase including Project close-out.

The project management team and project control team will be based in Baku and the package teams will primarily be based in engineering and site locations during the FEED phase and subject to missions to Project locations as necessary.

The position holder shall be responsible for direct managing the team in according to the approved Project Organization Chart; Responsible for managing the Project Schedule (integration of Package Project Schedules, Planning and Progress processes and tools) and the Reporting related to project services activities. The job holder will perform this work in accordance with JOCAP and Project rules, guidelines and procedures.

Context and Environment: The development phase of this multi-billion dollars project is being carried out by a dedicated project organization reporting to JOCAP Managing Director and is based in Baku, Paris and London. First gas is planned in 2028/2029.

Activities/Accountabilities:

Overall responsibility for Project Schedule activities including:

  • Review, monitor and analyze Project Schedules, integration, forecast Key Dates for package against approved baseline schedule and key dates; Manage Package Planners to establish Project Baseline, review data to ensure schedule requirements are implemented and correct monitored, risk items are identified and accurately represented in the project schedule risk analysis
  • Establish a suitable Project Schedule coding structure – complying with Governing Agreements (PSA/JOA), JOCAP and Project Management reporting requirements and rules for all phases of the Project; Prepare / manage/ coordinate / consolidate and review Project Schedule and updates (internal and external / Annual and Multiyear); Prepare and update Project S-curves and progress reports; ensure variances and forecasted costs are properly explained and communicated to the project team; Track use of schedule reserve and contingency and approved changes to Project schedule.
  • Analyze, track, and report project (or contract specific) schedule planning and progress KPIs and communicate their status to the project team; Participate in project meetings when required; gather, prepare, and analyze data for Risk Assessments; ensure risk information is incorporated into the project schedule and forecast; Support contracts and procurements for bidding, tendering, contract selection, and change management as required.
  • Lead project reporting activities to ensure reporting is completed on time for weekly, monthly, and annual reports to internal and external stakeholders. Provide leadership for Project Governance Framework. Maintain the Project Governance plans and procedures. Ensure Company Management System is updated as required relating to Project Governance.
  • Participate in project digitalization to promote efficiencies, synergies, and simplification; provide the necessary checks, approval functions for invoices submitted, in accordance with Contracts, Project & Company procedures; Participate and coordinate Project schedule related tasks involved in the monthly reporting exercise.

The job holder will have to liaise actively with Project Management and related Package and Line Managers for the performance of the above duties.

  • Each employee, at his level of responsibility, must observe all Company Rules, Procedures and instructions in the performance of his own task

As such his duties and areas of authority are:

  • Follow HSE instructions given by Managers and supervisory personnel
  • Assure of the safety of his work site before commencing work
  • Take the necessary measures to avert immediate threat of danger
  • Exercise such caution as is necessary to avoid danger to persons and installations or to avoid pollution
  • Use tools, equipment and their safeguards correctly
  • Use the provided means of personal protection correctly

Qualifications / Experience:

Minimum Education: Engineer/Bachelor degree in Business Management or similar

Minimum Experience: 10+ years of experience in major oil and gas project cost control

Required Skills /Certifications:

  • Major Oil and Gas project developments knowledge and experience, with Partner and Government reporting interfaces
  • Excellent organizational ability, commitment to meeting deadlines, strong communication and proficient presentation skills. Requires team spirit with ability to work closely with various stakeholders including but not limited to diverse international teams, vendors & subcontractors, affiliates, HQ, etc.
  • Knowledgeable and experienced with cost engineering principles and methods including budgeting and forecasting, change management, management systems/procedures, Cost and Work Breakdown Structures, Earned Value Systems, risk management systems and contingency management.

Language Requirements:

  • Fluent English required.
  • Azerbaijani language skills will assist performance.
