SITUATION IN ORGANIZATION
Position to report: Site Manager / RSES (EPS platform, offshore Oil Rocks) rotational 4w/4w
JOB DIMENSIONS

• Absheron Early Production Scheme (EPS) is a gas production plant started in mid-2023.
• JOCAP Joint Operating Company of Absheron Petroleum was established in March 2018, which is the Operator of Absheron from August 2018.
• Absheron development reference agreements are PSA, JOA and addendums.
• New EPS platform adjacent and connected to existing facilities, operated with dedicated philosophies for safety, maintenance, inspections, integrity.
• Multicultural context with documents in different languages, mainly Azerbaijani or English. EPS Project technical data:
• 152Mscf/d of gas, 12kbbl/d of condensate;
• production from 1 subsea well,
• 34km multiphase flowline,
• EPS platform installed at Oil Rocks field (operated by SOCAR);
• WHSIP = 555bar, WHFP = 380bar.

ACTIVITIES

• The job holder main responsibilities are to assist the Site Manager/RSES in achieving the following activities:
• Ensures that all the technical and safety requirements (Method statement, isolations, Risk assessment, PTW, KOM, etc.) of the site activities during the normal operations, campaign and Shutdown are met prior to their execution..Ensuring that the production target established by the Company is achieved and maintained.
• Ensuring the availability of plant at all times through regular maintenance and well production follow-up to achieve optimum production.
• Ensures the integrity of asset by establishing and maintaining routine safety tests, statutory inspections, safety drills and trainings in accordance with company and statutory regulations.
• Report anomalies / deviation in regards to the HSE standards and procedure of the company
• Managing relations and interfaces with AZNEFT on site.
• Managing the logistics means at the disposal of the site, controls movements in and out of the EPS platform operational area.
• Verifying the status of all inhibitions at each shift and crew change.
• Preparing periodic or specific reporting of the activities under its responsibility.
• Highlighting miss-function, compiling all relevant documentation, participating to the establishment of a diagnosis and enforce agreed corrective actions.
• Identifying the solutions for optimization in terms of HSE, organization and operability.
• Evaluating the personnel working in his/her team and make proposal for their training plan.
• Organizing On-the Job Training in liaison with the HR division.

The jobholder ensures good relationships with the offshore team, Onshore SMART Room and Azneft teams in the Oil Rocks. The jobholder is accountable for demonstrating an exemplary behaviour with regard to HSE rules & requirements, with regards to the Company Ethics and “Code of Conduct” policy and for implementing and controlling these rules and requirements within his area.
HSE RESPONSIBILITIES

• The production superintendent is appointed RSES-S and shall substitute the RSES in case of the absence or failure.
• Support the RSES and ensure his role as part of the site emergency response.
• Holding the key role of Operating Authority at site (Permit To Work, isolation, inhibition, etc.)
• Comply with the Activities described within the HSE Management System
• Identify the downgraded situations and put in place the compensatory measures.
• Set up, apply and enforce the rules of the site.
• Participate to the HAZID, HAZOP and Cause Tree Analysis. Participate to the PTW audits. Participate to the weekly safety meeting.
• Make sure of the update and initiate the changes deemed necessary of the Site Response Plan.
• Conduct the weekly exercises performed as part of the Site Response Plan
• Ensure the application of the Environmental Management System (EMS).
• Report any anomaly, abnormal conditions and near miss to the RSES

DETAILED ACTIVITIES

• Adopt and demonstrate an exemplary behaviour with regard to HSE, to implement HSE rules and requirements within his area of responsibility.    
• Verify that HSE rules are understood and respected on the worksites and to ensure safe working practices are used by Employees and Contractors.    
• Participate to the HAZID, HAZOP and Cause Tree Analysis. Participate to the PTW audits. Participate to the weekly safety meeting.    
• Responsible for the success of operations, respect all operating and safety procedures and the manpower available.     
• Ensure an optimum level of security in all areas of activity in the sector.     
• Ensures that the production target established by the company is achieved and maintained. Ensure a high level of requirement in performing work and routines activities     
• Propose and initiate technical or organizational changes to improve the operation of the sector.             
• Ensure team spirit with all trades for greater efficiency.             
• Management of the interfaces (Azneft, Contractors and vendors) at site             
• Achieve the production objectives, ensure the adequacy of the means and the level of qualification of the personnel to reach the production objectives.    

QUALIFICATIONS / EXPERIENCE / SKILLS

• Level / Diploma: Master degree in Engineering.
• Professional Experience: more than 10 years of experience in Operations of Oil & gas facilities including 5 years in management positions on offshore sites.
• In-depth knowledge of Management of HSE on Site and Management of Offshore facilities.
• Other required Competencies: Process and Flow Assurance engineering, Operations of Oil and Gas process facilities, Management of contractors/subcontractors.
• Understanding of the principles of:
• Process and Instrumentation Diagram;
• Operations of Oil and Gas process facilities;
• Use of the chemicals in the industry;
• Ability to diagnose and troubleshoot problems;
• Use of mobile equipment and tools;
• Good communication skills, both written and verbal;
• Fluent in English and Azerbaijan.
