Procurement Specialist

Responsibilities:

  • Supervise activities related to procurement and logistics of equipment and services in specific projects/operation works;
  • Executing the assigned activities in accordance with the scope of work, schedule, and cost requirements; 
  • Attend progress and coordination meetings with contractor(s), suppliers, and other departments;
  • Development (or review, if developed by contractor) of project procurement scopes, execution plans, cost estimates, and schedules for the projects;
  • Develop (or review, if developed by contractor) procurement and supply chain processes and procedures;
  • Supervise the scope execution and deliverables from vendors and subcontractors; 
  • Ensure all procurement activities are carried out in accordance with the project execution plan/schedule and/or procurement strategy, within approved budgets, and in line with procurement processes and procedures approved for the project;
  • Following the procurement change management process to document and approve all changes that impact project cost, schedule, or scope; 
  • Leading problem resolution activities throughout the lifecycle of the project procurement both internally and externally;
  • Ensuring completion of project closeout activities;
  • Supervise bidding process, RFQs, bid negotiations, and vendor onboarding process;
  • Supervise supply chain activities and prepare (or review, if developed by contractor) supplier performance, risk reports, and mitigation actions;
  • Supervise vendor selection, management, and performance;
  • Develop (or review, if developed by contractor) requests for proposals, commercial bid evaluations, and award recommendations;
  • Coordinate with the engineering division to obtain technical inputs on the bids (technical bid evaluation); 
  • Placing Purchase Orders on materials, equipment, and services;
  • Record and properly archive all bidding documents;
  • Build relationships with suppliers and negotiate the best pricing;
  • Arranging equipment transportation and tracking orders to ensure timely delivery.

Requirements:

  • University Degree (Bachelors or Masters) in business administration or related field (finance, economy, etc.);
  • Minimum 4 years experience in industrial EPC projects;
  • Experience in working with multi-national and multi-cultural project teams and contractors;
  • Knowledge of relevant software (e.g. SAP MM, Oracle, SAP Ariba, Envision, etc.);
  • English, Azerbaijan, Russian (not required but welcomed);
  • Trainings and certifications in related field (CIPS, etc.) can be advantegeous.
