Project Control Manager

Situation in organization:
Position to report : FFD Project Director
Present job holder : new recruitment.
Job Dimension: This position is starting from the Absheron Full Field Development (FFD) FEED phase sanction until the completion of the Development phase including Project close-out.
The project management team and project control team will be based in Baku and the package teams will primarily be based in engineering and site locations during the FEED phase and subject to missions to Project locations as necessary.
Project Control Manager to support the execution of the Absheron FFD Project including cost control, planning and scheduling, data management, information management, project governance, and project reporting.
The job holder will perform this work in accordance with JOCAP and Project rules, guidelines and procedures.
Context and Environment: The development phase of this multi-billion dollars project is being carried out by a dedicated project organization reporting to JOCAP Managing Director and is based in Baku, Paris and London. First gas is planned in 2028/2029.
Activities/Accountabilities:
The job holder’s overall responsibility is to develop and implement an efficient Project Management and Control System, in accordance with JOCAP Company Rules and Procedures, and using the best work practices, with the objective of remaining within the agreed Budget and Schedule.
- Review of documents issued by Service Providers
- Ensure the consistency of documents issued by Service Providers with Operating Company Rules in term of, Budget &Cost Control, Scheduling & Progress Control, Project Reporting and Documentation Control.
The job holder:
- Assists the Project Director in the organization, management and control of the Project
- Contributes to the achievement of the Project planned production start-up date and strict Project Cost control
- Ensures good relationships with the Partners and Service providers during the whole Project Duration
The job holder is accountable for demonstrating an exemplary behaviour with regard to HSSE rules & requirements, with regards to the Company Ethics, Compliance and “Code of Conduct” policy and for implementing and controlling these rules and requirements within his area of responsibility.
He will coordinate with the relevant Directors all the activities relative to services to the Project, in particular, in the following domains: Budget and Cost Control, Scheduling and Progress Control, Project reporting, Documentation Control
The job holder is also responsible for the preparation of “Project approval steps” (internal/external) if needed during the FEED and Execution phase until the First Gas (planning related)
The job holder shall liaise actively with any Service Provider teams and shall coordinate data and information between them.
The job holder has the responsibility to prepare all contracts/Work Orders (project Control matters) signed with Service Providers, and to administrate them during the execution phase.
HSE Responsibilities:
- Comply with the Activities described within the HSE Management System
- Take reasonable care of own Health and Safety and that of Others who may be affected by their acts at work
- Know responsibilities to environmental issues in the work areas
- Each employee, at his level of responsibility, must observe all Company Rules, Procedures and instructions in the performance of his own task
As such his duties and areas of authority are:
- Follow HSE instructions given by Managers and supervisory personnel
- Assure of the safety of his work site before commencing work
- Take the necessary measures to avert immediate threat of danger
- Exercise such caution as is necessary to avoid danger to persons and installations or to avoid pollution
- Use tools, equipment and their safeguards correctly
- Use the provided means of personal protection correctly
- Leave the workplace behind correct and orderly, upon job completion – enforce the Company Clean Desk policy
- Report any anomaly, abnormal conditions and near miss to supervisor
- Participate actively in HSE meetings, safety talks, tool boxes, training sessions and drills
- Co-operate actively in the execution of the HSE plans
Authority to suspend activities when there is a potential or actual threat to human life, the installation or the environment, and notify forthwith the responsible supervisor.
Qualifications / Experience:
Minimum Education: Engineer/Bachelor degree in Business management or similar
Minimum Experience: 10+ years of experience in major oil and gas project cost control
Required Skills /Certifications:
- Major Oil and Gas project developments knowledge and experience, with Partner and Government reporting interfaces
- Excellent organizational ability and commitment to meeting deadlines
- Extensive knowledge of project management and project controls principles and concepts.
- Requires team spirit with ability to work closely with various stakeholders including diverse international teams, vendors & subs, affiliates, HQ, etc.
- Strong communication and proficient presentation skills
- Knowledgeable and experienced with cost engineering principles and methods
- Knowledgeable and experienced with schedule and planning principles and methods
- Proficient with project management tools, i.e., planning, cost management and risk management.
Language Requirements:
- Fluent English required.
- Azerbaijani language skills will assist performance.
